Federal Pacific Stab-Lok and Zinsco panels
Federal Pacific Stab-Lok panels went into homes from the 1950s through the 1980s. Zinsco panels, often labeled Sylvania or GTE Sylvania, were common in the 1970s. About 46 percent of Prescott's housing was built between 1970 and 1999, so both brands are common in the housing stock here. The problem with each is the same: breakers that fail to trip under a fault. A Stab-Lok breaker can sit closed while a wire cooks inside a wall. Zinsco breakers can weld themselves to the bus bar. Neither brand is made anymore, and replacement breakers off the used market are not a fix. Many Arizona carriers now inspect for these panels and decline coverage, or renew with exclusions, until the panel is replaced. Some give existing policyholders 30 to 90 days. If you have one of these panels, replacement is the only repair we will recommend.
Crowded, double-tapped, and out-of-room panels
Not every panel we replace is a bad brand. A lot of them are simply full. A 100 amp panel from the 1980s was sized for a house with a gas range, a swamp cooler, and one television. Add a heat pump, a hot tub, a second refrigerator in the garage, and a Level 2 EV charger, and the panel is out of spaces and out of capacity at the same time. The usual sign is double-tapped breakers: two wires landed under one terminal that was listed for one. Tandem breakers stacked in every slot is another. We run a load calculation on the house before quoting. Sometimes the right answer is a 200 amp replacement. Sometimes a subpanel fed from the existing service does the job with less disruption. What swap day looks like
Plan on the power being off for most of a day. If the job touches the service entrance, we coordinate with APS to pull the meter in the morning and reset it once the new equipment passes inspection. We photograph and tag every circuit before the old panel comes out, so the new directory is accurate instead of guessed. The new panel goes in with a main breaker, AFCI and GFCI protection wherever the current code requires it on a replacement, and a Type 2 surge protective device if you want one. Bonding to the water and gas lines gets checked and corrected while the wall is open. Before the cover goes on, every breaker is labeled by room and load, and we walk you through the directory. You get photos of the finished work the same day.
Permit, inspection, and the insurance letter
A panel replacement in Prescott requires a permit, and we pull one on every job. The City of Prescott's Fast Track program issues same-day permits for panel replacements up to 200 amps when we file in person before 3 p.m., so the permit rarely slows anything down. Prescott Valley, Chino Valley, and Dewey-Humboldt each issue their own, and unincorporated county addresses go through Yavapai County Development Services. The inspector signs off before the cover goes back on. After the inspection, we send you a short letter on our letterhead stating what was removed, what was installed, the amperage, the permit number, and the date, along with before and after photos. What drives the cost of a panel upgrade in Prescott

A panel in a garage with open wall space goes faster than one buried in a closet or set into stucco. Do I have to replace a Federal Pacific panel?
We recommend replacement for every Federal Pacific Stab-Lok panel we open. The breakers have a documented history of failing to trip under a fault, the brand is no longer made, and many Arizona carriers will not insure a home with one. There is no repair or breaker swap that fixes the design.
How long is the power off during a panel upgrade?
Most of a working day. We shut off at the meter in the morning, remove the old panel, set the new one, and land every circuit. If APS has to pull the meter, the outage runs until the inspection passes and the meter is reset. A closed refrigerator holds its cold through that window.

Will a new panel satisfy my insurance company?
In most cases, yes. Underwriters want proof that the Federal Pacific or Zinsco panel is gone and that the replacement was permitted and inspected. We provide a letter with the permit number, the equipment installed, and before and after photos. Carriers set their own rules, so send the packet to your agent and confirm.
Is a Zinsco panel the same problem as Federal Pacific?
The failure is different but the recommendation is the same. Zinsco breakers can bond to the aluminum bus bar and stay closed under a fault, and the bus itself corrodes.
