Panel replacement or service upgrade: two different jobs

People use “panel upgrade” for both, and the difference decides the permit, the utility involvement, and the scope.

A panel replacement keeps your existing service size. The meter socket, the conductors from APS, and the main disconnect stay. We remove the old load center and install a new one of the same rating with new breakers. This is the fix for a Federal Pacific or Zinsco panel in a home that already has 200 amp service, and for a crowded, double-tapped panel that is otherwise sized correctly.

A service upgrade changes the size of the service itself, most often 100 amps to 200. That means a new meter socket, new service entrance conductors, a new main disconnect, and a new panel, plus new grounding electrode conductors sized for 200 amps. A quick way to tell which one you need: look at the main breaker. If it says 100 or 125 and you want 200, that is a service upgrade. If it already says 200 and the problem is the brand or condition of the panel, that is a replacement.

What happens, in order

Before the day: photos and a load calculation

We start from photos. Two of the open panel with the door swung open and the directory visible, one of the meter and whatever sits next to it outside. From those we can see the service size, the panel brand, the number of circuits, the condition of the conductors, and how the grounding is done. We run a load calculation the way the NEC lays it out for an existing dwelling: square footage, the fixed appliances, HVAC, and any large loads you plan to add such as an EV charger or a hot tub. That calculation is what justifies 200 amps and it goes in the permit file.

The permit at 201 N Montezuma St

Inside city limits the permit comes from the City of Prescott Community Development Building Division at 201 N Montezuma St. Since July 2026 the City runs a Fast Track program: an electrical panel replacement up to 200 amps, filed in person before 3 p.m., gets its permit the same day. Service entrance upgrades up to 200 amps are their own permit category, so a 100 to 200 amp job is filed under that heading rather than as a panel replacement. Either way, we file it. The permit is not optional, and the finaled inspection is the document your insurer or a future buyer will ask for.

APS and the power outage

The panel cannot be worked on live. For a straight replacement, APS pulls the meter so the service conductors are dead, and for a service upgrade APS disconnects at the service point. Power is off for the working day. Plan for the refrigerator, and if anyone in the house depends on powered medical equipment, tell us in advance so the outage can be planned around it.

The swap itself

Old panel off the wall. Every branch circuit is identified and tagged before it comes off its breaker, because that is how the new directory gets written correctly. The new enclosure goes up, usually on a plywood backer, and the feeder or service conductors are landed on the new main. Each circuit gets a new breaker sized to its wire: 15 amps for 14 gauge, 20 amps for 12 gauge, and so on. Double-taps, where two wires share one breaker, get separated onto their own breakers. Neutrals and grounds are separated correctly on the bars. A new grounding electrode conductor runs to the ground rods, and the water and gas bonding are checked.

For a service upgrade, the outside work happens in the same window: new meter socket, new riser or underground conduit as the site requires, new service conductors, and the main disconnect. In Prescott most of these are a meter-main combination on the exterior wall with a feeder to the interior panel.

Inspection and reconnect

The jurisdiction inspects the finished work. On a service upgrade the inspector’s release is what tells APS to reconnect and set the meter. Then we finish the directory card, close the cover, and walk you through what changed.

What changes inside the new panel

Beyond capacity, a new panel brings the protection the code now expects. Arc-fault (AFCI) and ground-fault (GFCI) breakers go where the current code requires them for the circuits we touch. Every breaker is a new, listed part that will trip when it should. The directory is written out so the next electrician, or you at midnight with a tripped circuit, can find the right breaker.

Two options are worth deciding on before the day. A whole-house surge protector mounts at the panel and is a small add when the panel is already open. Prescott sits at 5,319 feet, and the monsoon season from June 15 to September 30 brings frequent lightning to northern Arizona, so this is a common request. The other is a generator inlet with an interlock or transfer switch, which is far easier to add while the panel is being rebuilt than afterward.

What drives the cost

We quote every job in writing from photos, and the number moves on a handful of factors rather than a flat rate.

  • Replacement or full service upgrade. A same-size panel swap is a smaller job than a 100 to 200 amp upgrade with a new meter socket and service conductors.
  • Overhead or underground service. Overhead services involve a riser and weatherhead. Underground services may need conduit work at the meter.
  • Circuit count and condition. A 40-circuit panel with double-taps and undersized wire takes longer to land cleanly than a 20-circuit panel in decent shape.
  • Panel location. A panel in a garage on an exterior wall is straightforward. One buried in a closet, or an interior panel far from the meter that needs a new feeder, adds work.
  • Grounding and bonding. Older homes often need new ground rods and bonding jumpers to bring the grounding system up to current code.
  • Code-required protection. AFCI and GFCI breakers cost more than standard breakers, and the count depends on which circuits the code requires them on.
  • Add-ons. Surge protection, a generator interlock or transfer switch, and an EV circuit are cheapest to do at the same time.

The permit fee is set by the jurisdiction and passes through on the quote.

Which Prescott homes are the usual candidates

About 46 percent of the homes inside the city were built between 1970 and 1999, and a large share of those started life with 100 or 125 amp service. Those homes now carry central air, electric dryers, and often a second refrigerator, and a 100 amp service that was fine in 1985 is at its limit. Add an EV and the load calculation stops working. That era covers a lot of the established neighborhoods inside the city.

Homes built since 2000, about 35 percent of the city, including Prescott Lakes, most often came with 200 amp service already and need a replacement only if the panel is crowded or a subpanel is needed for an addition. The 13 percent built between 1940 and 1969 are a different conversation: those are the ones where the brand of the panel and the type of the branch wiring matter more than the amperage. When we would talk you out of it

  • Your service is already 200 amps, the panel is a current brand in good condition, and you only need one more circuit. A subpanel, or a tandem breaker where the panel allows it, is the right answer.
  • The panel is fine and the real problem is a single circuit that trips. That is a troubleshooting call, not a panel job.
  • You are planning an addition or a shop in the next year. Sizing the service for that now avoids doing it twice, so we would rather wait and do one upgrade than two.
